nances, in addition to the usual action of debt or such
other civil remedies as may exist in such cases by law for
the recovery of the penalties thereto affixed, the board of
aldermen may affix thereto penalties of a fine not exceeding
one hundred dollars ($100. 00) or imprisonment for not
exceeding ninety days, or both, except as otherwise pro-
vided in this charter.

EXERCISE OF POWERS

39. All the powers of the city shall be exercised in the
manner prescribed by this charter or, if the manner be not
prescribed, then in such manner as may be prescribed by
ordinance.

ARTICLE VI

REGISTRATIONS, NOMINATIONS AND ELECTIONS
VOTERS

40. Every person who (a) is a citizen of the United
States, (b) is at least twenty-one years of age, (c) has
resided in the State of Maryland for at least one year next
preceding any city election, (d) has resided within the
corporate limits of the City of Frederick for at least six
months next preceding any city election, (e) has never
been convicted of any felony in this state or elsewhere, or,
if he has been convicted of a felony, has been subsequently
pardoned for the offense, and (f) is registered in accord-
ance with the provisions of this charter, shall be a quali-
fied voter of the city. Every qualified voter of the city
shall be entitled to vote at any or all city elections, and
only qualified voters of the city may vote in city elections.

BOARD OF SUPERVISORS OF ELECTIONS

41. On or before the first day of April, 1954, and on
or before the same day every four years thereafter, the
mayor with the advice and consent of the board of alder-
men shall appoint three qualified voters of the city to serve
as a Board of Supervisors of Elections, The terms of mem-
bers of the Board of Supervisors of Elections shall begin
on the first day of April of the year in which they are
appointed and shall run for four years. The present mem-
bers of the Board of Supervisors of Elections shall serve
until the first day of April, 1954. Members of the Board
of Supervisors of Elections shall serve until their succes-
sors are appointed and qualified. The compensation of
members of the Board of Supervisors of Elections shall
be determined by the board of aldermen.
