(d. 1) Sundays. To permit and regulate the holding of
dances, the exhibition of motion pictures, and the playing
of any sports in the city on Sundays.
(e. 1) Survey. To have a survey made as often as is
necessary of the city, its boundaries, streets, lots, and addi-
tions thereto.
(f. 1) Sweepings. To regulate and prevent the throw-
ing of sweepings, dust, ashes, offal, garbage, paper, hand-
bills, dirty liquids, or other unwholesome materials into
any public way or onto any public or private property in
the city.
(g. 1) Vehicles. To regulate, to license, and to charge
a fee for licensing carriages, automobiles, taxicabs, and
other vehicles used in the city to transport goods or per-
sons for hire; to regulate, to license, and to charge a fee
for licensing all vehicles owned by residents of the city
and habitually kept therein and used on the public ways
thereof; to regulate travel over and use of the public ways
and sidewalks of the city by all persons and vehicles.
(h. 1) Voting Machines. To purchase, install, and main-
tain voting machines for use in elections.
(i. 1) Weights and Measures. To provide for the safe-
keeping of the standards of the weights and measures and
to inspect and to regulate thereby all weights and measures
used within the city.
(j. 1) Zoning and Planning. To zone and plan the city
in accordance with state law or the provisions of this
charter.
SAVING CLAUSE
37. The enumeration contained in Section 36 is not
to be construed as limiting the powers of the city as to the
several subjects mentioned.
ENFORCEMENT
38. For the purpose of carrying out the powers enu-
merated in Section 36 of this charter, for the preservation
of the cleanliness, health, peace, and good order of the
community, for the protection of the lives and property of
the citizens, and to suppress, abate, and discontinue, or
cause to be suppressed, abated, or discontinued all nuis-
ances within the corporate and sanitary limits of the city
the board of aldermen may pass all ordinances from time
to time necessary. To insure the observance of these ordi-
