named or not; to regulate, restrain, or prohibit the keep-
ing or the running at large in the city of all animals and
fowl; to regulate, prohibit, control the location of, or re-
quire the removal from the city of all trading in, handling
of, or manufacture of any commodity or thing which is or
may become offensive, obnoxious, or injurious to the pub-
lic health and comfort. In this connection the city may reg-
ulate, prohibit, control the location of, or require the re-
moval from the city of such things as slaughterhouses,
stockyards, cattle or hog pens, and places handling ferti-
lizer. This listing shall be by way of enumeration and not
limitation.

(x) Parking Lots. -To license, regulate, establish, op-
erate, own, and maintain parking lots.

(y) Parks and Recreation. To establish and maintain
public parks, gardens, playgrounds, and other recreational
facilities for the health, welfare, and enjoyment of the in-
habitants of the city.

(z) Police Powers. To prohibit, suppress, and punish
within the city all vice, gambling, and games of chance;
street walkers and the keeping or frequenting of bawdy
houses and houses of ill fame; all tramps and vagrants; all
disorder, disturbances, annoyances, disorderly conduct, and
drunkenness.

(a. l) Public Utilities. To establish, own, control, op-
erate, maintain, manage, or regulate any one or more of
the following named utilities: public markets, a water sup-
ply system
AN ELECTRIC LIGHT AND POWER PLANT
AND/OR SYSTEM, A GAS PLANT AND/OR SYSTEM,

an electric light and power plant and/or system, a
gas plant and/or system, and a sewage disposal sys-

tem, to purchase or condemn, as hereinafter provided, any
property whatsoever in fee or otherwise, for the purpose
of establishing, owning, controlling, operating, maintain-
ing, or managing any such public utility, and such purpose
shall be deemed to be a public improvement within the
meaning of Section 174 of this charter.

(b. 1) Railroads. To regulate the erection and mainte-
nance of proper safety appliances by railroads at street
crossings.

(c. 1) Regulations. To adopt and enforce within the
corporate limits police, health, sanitary, fire, building,
plumbing, traffic, speed, parking, and other similar regu-
lations not in conflict with the laws of the State of Mary-
land.
