(g) The mayor shall have complete supervision over the
financial administration of the city government. He shall
prepare or have prepared annually a budget and submit
it to the board of aldermen. He shall supervise the admin-
istration of the budget as adopted by the board of alder-
men. He shall supervise the disbursement of all moneys
and have control over all expenditures to assure that
budget appropriations are not exceeded.

(h) The mayor shall have supervision and control over
the system of centralized purchasing established by this
charter for all the offices, departments, and agencies of
the city government.

ARTICLE IV

CITY REGISTER AND COLLECTOR OF TAXES
TERM

29. The city register and collector of taxes shall be
elected as hereinafter provided and shall hold office for a
term of four years or until his successor is elected and
qualified. The regular term of the city register and col-
lector of taxes shall expire on the second Thursday in July
in each regular municipal election year. The city register
and collector of taxes holding office at the time this charter
becomes effective shall continue to hold office until the
second Thursday in July, 1954.

QUALIFICATIONS

SO. The city register and collector of taxes must have
been a legal resident of Frederick for at least three years
preceding his election and must be a qualified voter of
the city.

SALARY

31. The salary of the city register and collector of
taxes shall be determined by the mayor and aldermen on

and after the second Thursday in July, 1954, AFTER

WHICH TIME SAID SALARY SHALL NOT BE LESS
THAN FOUR THOUSAND DOLLARS ($4, 000) PER
YEAR NOR MORE THAN FIVE THOUSAND DOL-

LARS ($5, 000) PER YEAR.

TAXES SHALL BE DETERMINED BY THE MAYOR
AND ALDERMEN BEFORE THE SECOND THURS-
DAY IN JULY, 1954, AND BEFORE SAID SECOND
THURSDAY IN EACH ELECTION YEAR THERE-
AFTER. SAID SALARY SHALL NOT BE LESS THAN
