Governor may for just cause remove any appointed member
of the Commission and fill any vacancies for the unexpired
portion of the term.
(b) No salary or compensation shall be allowed any mem-
ber of the Commission for services rendered. Actual and
necessary travel and other expenses incurred by the members
in the discharge of their official duties as members of the
Commission and by direction or request of the Commission
shall be paid from any funds which are or may become avail-
able for the purpose of this sub-title.
(c) The Commission shall organize and make its own rules,
regulations and procedure, shall meet quarterly and shall
keep a record of its proceedings which shall be open to the
public for inspection. All rules, regulations or orders affect-
ing more than one person shall be given such reasonable pub-
lication by the Commission as it shall determine. Special
meetings may be called by the Chairman or by three members
of the Commission by delivery of written notice to each mem-
ber. Four members of the Commission shall constitute a
quorum.
ARTICLE 22
1. The Department of Post Mortem Examiners is hereby
created and established. The head of said Department shall
be a Commission, consisting of the Professor of Pathology of
the University of Maryland, the Professor of Pathology of the
Johns Hopkins University, [the Director of Health of the
State of Maryland] a representative of the State Department
of Health selected by the Board of Health, the Commissioner
of Health of Baltimore City and the Superintendent of Mary-
land State Police. The members of said Commission shall
serve without compensation and shall select one of its mem-
bers as Chairman, and one as Vice-Chairman, who shall act
as Chairman in the absence or inability of the Chairman.
ARTICLE 43
33. [The State Board of Health is authorized and em-
powered to establish seven bureaus, to be known as the bureau
of communicable diseases, the bureau of bacteriology, the
bureau of chemistry, the bureau of sanitary engineering, the
bureau of vital statistics, the bureau of child hygiene and the
Bureau of Medical Services] There are hereby established
seven major organizational units responsible through the
State Director of Health to the State Board of Health, namely,
the Office of the Deputy Director of Health, Bureau of
Laboratories, Bureau of Preventive Medicine, Bureau of Tu-
