more County", said new sections to be known as Sections
367A to 367H, inclusive, to be under the new sub-title "Title
23A. Recreation", and to follow immediately after Section
367 of said Article, creating and establishing a Board of
Recreation, defining its functions, duties and powers and
authorizing the appointment of a Director of Recreation and
other personnel in order to provide for a recreational pro-
gram in Baltimore County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That eight new sections be and they are hereby added to
the Code of Public Local Laws of Baltimore County (1948
Edition), being Article 3 of the Code of Public Local Laws of
Maryland, title "Baltimore County", said new sections to be
known as Sections 367A to 367H, inclusive, to be under the
new sub-title "Title 23A. Recreation", to follow immediately
after Section 367 of said Code, and to read as follows:
TITLE 23A. RECREATION
367A. The County Commissioners of Baltimore County are
hereby authorized and empowered to establish a Board of
Recreation for Baltimore County, hereinafter referred to as
the Board, with the powers and duties specified in this Act.
367B. The Board shall consist of seven members ap-
pointed by the Board of County Commissioners of Baltimore
County, all of whom shall have been legal residents of Balti-
more County for a period of three years next preceeding
their appointment and two of whom shall be first recom-
mended by the Board of Education of Baltimore County;
provided, however, only one of them need be a member of
said Board of Education and neither of them shall be a paid
employee of said Board. All seven members of the Board
shall be appointed for terms of four years from the first
day of January of the year of their appointment or until
their successors are appointed, except that the seven mem-
members first to be appointed shall be divided by lot into
three classes, three in the first, two in the second, and two
in the third class. The initial term of those in the first class
shall be for four years, of those in the second class for three
years and of those in the third class for two years, and
thereafter the terms of office of all seven members shall be
for four years. Vacancies occurring otherwise than by ex-
piration of a term shall be filled in the same manner as the
original appointments and for the unexpired term. In the
appointment of members of the Board by the County Com-
missioners of Baltimore County, due regard shall be given
to the population and the character of development in the
