various sections or ares of the County. No employee of
Baltimore County or any paid member of any agency there-
of, or of any board or agency of the State of Maryland shall
be elibible for appointment to the Board. All members of

the Board shall serve without compensation.

367B. THE BOARD SHALL CONSIST OF SEVEN MEM-
BERS, APPOINTED BY THE BOARD OF COUNTY COM-
MISSIONERS OF BALTIMORE COUNTY, ALL OF WHOM
SHALL HAVE BEEN LEGAL RESIDENTS OF BALTI-
MORE COUNTY FOR A PERIOD OF THREE YEARS
NEXT PRECEDING THEIR APPOINTMENT AND ONE
OF WHOM SHALL BE FIRST RECOMMENDED BY THE
BOARD OF EDUCATION OF BALTIMORE COUNTY AND
ONE SHALL BE A MEMBER OF THE BOARD OF COUN-
TY COMMISSIONERS OF BALTIMORE COUNTY. ALL
MEMBERS OF THE BOARD, EXCEPT THE MEMBER OF
THE BOARD OF COUNTY COMMISSIONERS, WHO
SHALL SERVE FOR HIS ELECTED TERM OF OFFICE,
SHALL BE APPOINTED FOR TERMS OF FOUR YEARS
FROM THE FIRST DAY OF JANUARY OF THE YEAR
OF THEIR APPOINTMENT OR UNTIL THEIR SUCCES-
SORS ARE APPOINTED. THE MEMBERS OF THE
BOARD, OTHER THAN THE MEMBER OF THE BOARD
OF COUNTY COMMISSIONERS, WHO ARE FIRST AP-
POINTED SHALL BE DIVIDED BY LOT INTO THREE
CLASSES, TWO IN THE FIRST, TWO IN THE SECOND,
AND TWO IN THE THIRD CLASS. THE INITIAL TERM
OF THOSE IN THE FIRST CLASS SHALL BE FOR FOUR
YEARS, OF THOSE IN THE SECOND CLASS FOR THREE
YEARS, AND OF THOSE IN THE THIRD CLASS FOR
TWO YEARS, AND THEREAFTER THE TERMS OF
OFFICE OF THESE SIX MEMBERS SHALL BE FOR
FOUR YEARS. VACANCIES OCCURRING OTHERWISE
THAN BY EXPIRATION OF A TERM SHALL BE FILLED
IN THE SAME MANNER AS THE ORIGINAL APPOINT-
MENTS AND FOR THE UNEXPIRED TERM. IN THE
APPOINTMENT OF MEMBERS OF THE BOARD BY THE
THE COUNTY COMMISSIONERS OF BALTIMORE COUN-
TY, DUE REGARD SHALL BE GIVEN TO THE POPULA-
TION AND THE CHARACTER OF DEVELOPMENT IN
THE VARIOUS SECTIONS OR AREAS OF THE COUNTY.
ALL MEMBERS OF THE BOARD SHALL SERVE WITH-
OUT COMPENSATION.

367C. The Board shall annually select from among its mem-
bership a Chairman, a Vice Chairman and a Treasurer. The
Board may require the latter to give such bond, in such amount,
as it may determine. Its secretary may or may not be
