in the water supply system of the City and to prescribe appro-
priate penalties for the violation of any such ordinance;

(h) To require all individuals,, firms or corporations having
mains, pipes, conduits or other structures in, on or over any
public way in Anne Arundel County which impedes the estab-
lishment, construction or operation of any of the systems de-
scribed in Section 1 hereof, upon reasonable notice, to remove
or adjust the obstruction to the satisfaction of engineers em-
ployed by the City and, if necessary, to exercise powers of
condemnation to remove any such obstruction.

SEC. 5. And be it further enacted, that the powers hereby
expressly conferred upon the City to take such action as may
be necessary or appropriate to the acquisition by the City, or
by the Annapolis Water Company owned by it, of the water
and sewage systems of the Anne Arundel County Sanitary
Commission and the Annapolis Metropolitan Sewerage Com-
mission which are located within the corporate limits of the
City. In carrying out any such powers the City may enter into
appropriate contracts with either such Commission for the ac-
quisition of any such systems or facilities, including any prop-
erty necessary to the operation thereof and all plats, maps and
designs showing the location thereof. Authority is hereby ex-
pressly conferred upon the City to expend from the proceeds
of the sale of any of the bonds hereby authorized so much as
may be necessary for the acquisition of any such system or
systems. Authority is hereby also expressly conferred upon
the City to assume debt service charges incurred by either of
said Commissions in connection with the construction and in-
stallation of any such systems so that the City may contract
either to make payment, from year to year hereafter, on account
of any such debt service charges either directly to the Commis-
sion which incurred the same or to the holders of outstanding
bonds of any such Commission issued for the purpose of making
the installation or constructing the facilities acquired by the
City. The City may, in the alternative, enter into appropriate
contracts or agreements for the connection of any of the sys-
tems of the City, described in Section 1 hereof, with any of the
systems of either of said two Commissions, and for the making
or payment of such charges resulting from such connection as
may be appropriate under the circumstances. Power is hereby
expressly conferred upon the City to acquire from the Annap-
olis Metropolitan Sewerage Commission all its rights, fran-
chises, funds and property of every kind, whether within or
without the City, and to assume and be responsible for all the
obligations and liabilities of said Commission. In the event
the City shall enter into such an agreement with the Annap-
