(b) To extend its water, sewage or refuse disposal systems
beyond the corporate limits of the City;

(c) To enter upon or do construction in any County public
way (except State highways) for the purpose of installing
or repairing any equipment or doing any other things neces-
sary to establish, operate and maintain the systems described
in Section 1 hereof. In connection with such action the City
need not obtain any permits or pay any charge for these opera-
tions, but it must notify the County of its intent to enter on
the public way and leave the public way in a condition not
inferior to that existing before. Should the City desire to
perform any such operation on or under any State highway,
it shall first comply with the provisions of Section 21 of
Article 89B of the Code of Public General Laws of Maryland;

(d) To provide a connection, either free or at cost, as the
City may decide, with water and sanitary sewer mains for all
property abutting on any public way in which a sanitary sewer
or water main is laid, so that when any water main or sanitary
sewer is declared ready for operation by the City, all abutting
property owners, after reasonable notice, shall connect all fix-
tures with such water or sewer mains. The City, or the appro-
priate official thereof, may require that, if existing fixtures
are unsatisfactory, new ones be installed and may require that
all cesspools, sink drains and privies be abandoned and left in
such a way as not to injure public health. Likewise, all wells
found to be polluted or a menace to health by the City, or an
appropriate official thereof, shall be abandoned and closed;

(e) To delegate to any qualified employee or agent, while in
the necessary pursuit of his official duties with regard to the
water, sewage or refuse disposal systems of the City, the right
of entry at all reasonable hours and after reasonable advance
notice to the owner, tenant or person in possession, upon any
private premises and into any building in the City or in those
portions of the County served by the City's systems;

(f) To enter into any contract or agreement with the United
States Government for the connection of the water., sewage or
drainage systems of the United States Naval Academy, or of
any Federal installation, with the system or systems of the
City, and to enter into any other agreement which the City
deems necessary for the proper construction, maintenance and
operation of the City's systems or of those of the United States
Government;

(g) To adopt such ordinance or ordinances as may be neces-
sary or appropriate to prevent the discoloration or pollution
by any person or corporation of any water used or to be used
