1380 LAWS OF MARYLAND [CH. 492

Three Hundred Thousand Dollars ($300, 000. 00) for the
acquisition within certain limits of sites for off-street park-
ing lots, and the improvement, construction and mainte-
nance of parking facilities thereon, and to evidence such
borrowing by its general obligation serial maturity coupon
bonds; exempting the bonds so issued from any referendum
requirement or from any provisions of the Charter of the
City of Annapolis fixing a limitation upon the taxing power
of the City; empowering the City to fix and determine by
ordinance the form, tenor, interest rate, not to exceed four
per centum (4%) per annum, or method of arriving at the
same, method and manner of selling, terms, including regis-
tration and/or redemption provisions, conditions, maturi-
ties, and other details incident or necessary to the issuance,
sale, delivery and payment of said bonds, exempting the
bonds so issued and the interest thereon from State, County
and Municipal taxation in the State of Maryland, and em-
powering the City of Annapolis to levy unlimited ad valorem
taxes for the payment of the principal of and interest on
any of said bonds, and to repeal Chapter 105 of the Acts
of 1950.

WHEREAS, traffic conditions in the City of Annapolis are
such as to constitute a public problem because of the con-
gested conditions due to the large number of vehicles in use,
many of which are parked along streets too narrow to permit
such parking and at the same time allow proper use of the
streets for the movement of traffic; and

WHEREAS, the General Assembly has been requested by the
Mayor and Aldermen of the City of Annapolis to amend the
Charter of said City to authorize it to acquire properties for
use in establishing off-street parking facilities; and

WHEREAS, it is deemed necessary and in the public interest
that said City be authorized to borrow money for the fore-
going purposes and to issue its bonds therefor; now, therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That for the acquisition of sites for off-street parking
lots, and the improvement, construction and maintenance of
parking facilities thereon, within the areas in the City of
Annapolis described as follows:

Parcel No. 1. An area bounded on the west by Duke of
Gloucester Street, on the north by Church Circle, on the east
by Main Street and Compromise Street, and coming to a point
at the Annapolis-Eastport Bridge;

Parcel No. 2. An area bounded as follows: Beginning at
Church Circle on the south, thence westerly along Northwest
