next annual tax levy and in all future tax levies of said
counties.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

CHAPTER 482
(House Bill 254)
AN ACT to repeal and re-enact, with amendments, Section
534 of the Charter and Public Local Laws of Baltimore City
(1949 Edition), title "Miscellaneous Local Laws", sub-title
"Police Commissioner", heading "Organization of Force",
so as to make eligible as civilian employees of the Police
Department of Baltimore City persons who have attained
seventeen EIGHTEEN years of age, in the event that the
Police Commissioner of Baltimore City determines that an
emergency exists.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 534 of the Charter and Public Local Laws
of Baltimore City (1949 Edition), title "Miscellaneous Local
Laws", sub-title "Police Commissioner", heading "Organiza-
tion of Force", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
534. No person shall be eligible to be a member of the
police force of Baltimore City in any capacity unless he or
she be a registered voter of the State of Maryland [. ], pro-
vided, however, if, in the opinion of the Police Commissioner
of Baltimore City, an emergency exists, persons who have
attained seventeen EIGHTEEN years of age shall be eligible
as civilian employees of the Department.
SEC. 2. And be it further enacted. That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members, elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
