The Labor Class shall include unskilled laborers and
such skilled laborers as may be classified by the rules
and regulations of the Commission. No person shall be
included in the Labor Class whose service shall consist of
clerical work, office work or inspection of other work or
service.
(d) Civil Service Commission—Examination, Certifica-
tion. The Commission shall provide in its rules, among
other things:
(1) For examinations and such other tests as may in
its judgment be necessary to determine the fitness of an appli-
cants for positions in the Classified Service.
(2) For the employment of those in the Labor Class by
such method as the Commission may find will produce the
best results.
(3) For the rejection of candidates who fail to comply
with reasonable requirements as to age, sex, physical con-
dition and moral character.
(4) For the preparation of lists of candidates eligible
for employment, which lists shall be arranged in the order
of the relative standing of applicants as determined by
the Commission.
(5) For the certification, as occasion may require, to
the Mayor-and City Council, of the persons eligible to em-
ployment under the rules of the Commission; such certifi-
cation shall include only the three (3) persons standing
highest on the appropriate eligible list, or the person or
persons on such list when it contains three (3) or less.
(6) For such special or additional credits to honorably
discharged war veterans of the United States, not incon-
sistent with any credits to such veterans otherwise pro-
vided by law, as the Commission may deem just and appro-
priate to the several positions in the Classified City Serv-
ice in determining the relative standing of persons upon
eligible lists for such persons. Such rules or regulations
may fix the nature and extent of the special or additional
credits to be allowed thereunder and may allow a greater
credit or credits to disabled veterans than to non-disabled
veterans, and may also provide for exempting such vet-
erans under fifty-five years of age from any age limita-
tion or requirement. EXCEPT THAT NO SUCH EXEMP-
TION AS TO AGE REQUIREMENTS SHALL BE MADE
AS TO ANY APPOINTEE TO EITHER THE POLICE
OR THE FIRE DEPARTMENT. Such rules may also
provide, either generally or subject to requirements as to
