additions thereto, shall be filed as a public record with the

City Clerk.

The Commission shall keep minutes of its own proceed-
ings, all of the records, proceedings and papers of the

Commission shall be subject to inspection at any reason-

able time.

The Commission shall have the power to investigate all
matters touching the execution of the provisions of this
sub-title and of the rules and regulations adopted by it in
conformity therewith. In the course of such investiga-

tions, each Commissioner shall have power to administer
oaths and summon and examine witnesses as to matters
relevant to such investigations.

Whenever the Commission shall find by by means of such
investigation that any administrative head of the City
Government, including any Commission or Board, or any
person having the power of appointment or removal,
demotion or suspension, in the classified service has abused
such power by making appointments, demotions, suspen-

sions or removals for any reason other than the good of

the public service, it shall so report to the Mayor and City
Council, who shall thereupon have power to remove forth

with without further hearing such administrative head or
person found guilty of such violation by the said Com-

mission.

The Commission shall make annual reports to the Mayor

and City Council and special reports, if so requested.

Such Commission shall, during the last week of July

of each year or oftener if they deem it necessary under
such rules and regulations as they may prescribe, hold

examinations for the purpose of determining the qualifica-
tions of applicants for all positions in the Classified Service.

(c) Civil Service CommissionClassified Service. The
Commissioners shall classify all the municipal offices and
positions in the City of Cumberland to which appointments
are made by any person or persons who are, or may be,
clother by this sub-title or any law or ordinance relating

to said City with the power of making appointments,

except the positions of the City Solicitor, Health Officer,
Smoke Abatement Engineer, Building Engineer, Recreation

Director. The offices and places so classified by the Com-

mission, including policemen and firemen shall constitute

the Classified Service of Cumberland, and no appointment

to any such offices or places shall be made except under
and according to the rules herein mentioned after the pro-
mulgation thereof.
