SEC. 2. And be it further enacted, That this Act shall
be declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

AN ACT to repeal and re-enact, with amendments, sub-
section (Carroll County) of Section 100 of Article 52 of
the Annotated Code of Maryland (1947 Supplement),
title "Justices of the Peace, " sub-title "Trial Magistrate
System, " relating to the number, compensation and
duties of trial magistrates in Carroll County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That sub-section (Carroll County) of Section 100 of Ar-
ticle 52 of the Annotated Code of Maryland (1947 Supple-
ment), title "Justices of the Peace, " sub-title "Trial Magis-
trate System, " be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
100. (Carroll County. ) [There shall be two trial mag-
istrates, one of whom shall sit at Westminster and receive
an annual salary of Twenty-four Hundred Dollars
($2, 400. 00); the other shall sit not less than one day or
part thereof in each week in Manchester, Mt. Airy, Taney-
town, Union Bridge and Sykesville and receive an annual
salary of Twelve Hundred Dollars ($1, 200. 00); provided
that he may sit in more than one of said places on the same
day, in his discretion and as the public business may re-
quire. ] There shall be one trial magistrate who shall sit at
Westminster and receive an annual salary of Thirty-six
Hundred Dollars ($3, 600). He shall be present in his court-
room for the trial of cases and the performance of his du-
ties between the hours of 9 AM. and 12 o'clock noon and
