115. (A) Members of the [Citizen's Committee] Coun-
cil
of Chevy Chase View and the Secretary-Treasurer of
Chevy Chase View holding office under the provisions of
Chapter [419] 213 of the Acts of the General Assembly
of Maryland, Session of [1931, March 29, 1947] 1947, at
the time of the enactment of this Act,
shall be, and hereby
are, constituted as the initial membership of the Council
and as Secretary-Treasurer, respectively, as provided for
in this sub-title, to serve to the end of their present terms,
and until their successors lare elected and duly qualified as
hereinafter provided. All records, correspondence and
other documents and property of the [Citizen's Committee]
Council are hereby transferred to the new Council and all
valid actions of the [Citizen's Committee] old Council and
of the Secretary-Treasurer performed under the provisions
of Chapter [419 ] 213 of the Acts of the General Assembly
of Maryland, Session of [1931], 1947 and not inconsistent
with the provisions of this sub-title, shall be, and hereby
are, declared to remain in full force and effect unless and
until properly modified or rescinded in accordance with
the provisions of this sub-title. No provisions of this sub-
title shall affect any right, lien, or liability subsisting [on
March 29, 1947]. at the date of its passage.

(B) On [the second Tuesday in [April, 1947, ] May 1,
1951,
and on the second Tuesday in [April] May of each
succeeding year, an election shall be held at which Council-
men and a Secretary-Treasurer shall be elected to fill any
vacancies which may have occurred during the previous
year; provided, however, that Councilmen elected to fill
vacancies shall be elected only to serve for the remainder
of the unexpired term. Elections shall be by ballot in a
manner to be prescribed by the Council. Only resident
real property owners of legal age or registered and quali-
fied voters of Montgomery County residing in Chevy Chase
View shall be entitled to vote.

116. (A) The County [Commissioners] Council are
hereby authorized, empowered and directed to levy and
cause to be collected from the owners of real property in
Chevy Chase View at the time of the county tax levy for
the tax year beginning July 1, 1947, and for each tax year
thereafter, a tax on the assessed valuation of the real
properties in Chevy Chase View, in amounts certified to
the County [Commissioners] Council by the Council:
Provided, however, that the Council shall not certify nor
the County [Commissioners] Council levy or collect a tax
for any year in excess of thirty-four cents ($0. 34) on each
