tracts of land located in Baltimore County, in the communities
known as Dundalk and Catonsville, for the use of the Depart-
ment of Militia and to construct buildings, purchase and
install equipment and make improvements and other capital
expenditures thereon necessary or proper for the benefit and
instruction of the organized militia of the State of Maryland.

(b) The Department of Militia is hereby authorized and
empowered to accept gifts of monies to be used by the Depart-
ment in connection with either the acquisition of such tracts
of land or the construction of buildings thereon or the purchase
of equipment to be used therein.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 394

(House Bill 492)

An ACT to add a new section to Article 2B of the Annotated
Code of Maryland (1947 Supplement), title "Alcoholic
Beverages, " sub-title "Consumers, " said new section to be
known as Section 155A and to follow immediately after
Section 155 of said Article, making it unlawful for minors
in St. Mary's County to attempt to purchase alcoholic bev-
erages or to drink or have in possession any such beverages
in any public place or on a public highway and making
it unlawful for any person to request or induce a minor
to purchase any alcoholic beverages.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That a new section be and it is hereby added to Article
2B of the Annotated Code of Maryland (1947 Supplement),
title "Alcoholic Beverages, " sub-title "Consumers, " said new
