WHEREAS, it is deemed desirable that said title should
be vested in the State of Maryland and the City of Balti-
more jointly; now therefore
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 89 of Article 65 of the Annotated Code of
Maryland (1939 Edition), title "Militia, " sub-title "War
Memorial Commission, " be and it is hereby repealed and
that a new Section 89 be and it is hereby enacted in lieu
thereof, said section to read as follows:
89. The City of Baltimore is directed to convey one-
half interest in the War Memorial site and building to the
State of Maryland to the end that title to said site and
building shall be vested in the State of Maryland and the
City of Baltimore jointly, and the War Memorial Com-
mission is authorized to provide for the management of
said building, as provided in this sub-title, or as may be
directed from time to time by the General Assembly of
Maryland.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1951.

CHAPTER 351
(Senate Bill 457)
AN ACT declaring that Federal Rent Control is no longer
necessary in Carroll County.
WHEREAS, Section 1894 (j) (2), Title 50 Appendix, of
the U. S. Code Annotated provides that any State may, by
law, declare that Federal Rent Control is no longer neces-
sary in such State or any part thereof and if it is so de-
clared, then the rent control provisions shall not apply in
such State or part thereof upon notification of such declara-
tion to the Housing Expediter; therefore
SECTION 1. Be it enacted by the General Assembly of Maryland,
That it is hereby declared that Federal Rent Control is no
