second Tuesday in December, in each and every year, be-
ginning on the second Tuesday in December in the year
nineteen hundred and [twenty-four] fifty-one, appoint
some competent person, who shall have sufficient knowl-
edge and experience, in the estimation and judgment of
the Chairman of the State Roads Commission and Di-
rector of Public Works to enable him to discharge prop-
erly the duties of grading, draining, maintaining, repair-
ing and reconstructing the public roads and bridges of
said County, County Road Superintendent for Somerset
County, at a salary not to exceed [one thousand five hun-
dred dollars ($1, 500) ] three thousand dollars ($3, 000)
a year, payable monthly; and the said county road super-
intendent shall hold his office and be paid for his services
from the first day of January next succeeding his appoint-
ment for one year, unless sooner removed, as hereinafter
provided.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1951.

(Senate Bill 455)
AN ACT to repeal Section 89 of Article 65 of the Anno-
tated Code of Maryland (1939 Edition), title "Militia, "
sub-title "War Memorial Commission, " and to enact a
new Section 89 in lieu thereof, providing that title to
the War Memorial Commission shall be vested jointly
in the State of Maryland and the City of Baltimore.
WHEREAS, title to the War Memorial Commission is now
by Statute vested in the War Memorial Commission, to
hold same for the State of Maryland and the City of
Baltimore; and
WHEREAS, according to the land records of Baltimore
City, said title is now held by the City of Baltimore; and
