(4) adopt a building code to govern and control the
erection and repair of buildings within said corporate
limits;

(5) prescribe penalties for the violation of said code or
building lines and for the failure to obtain said permit or
approval.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1951.

AN ACT to repeal and re-enact, with amendments Sections
9 (g), 19 (e) and 134 (b), respectively, of Article 2B of
the Annotated Code of Maryland (1947 Supplement),
title "Alcoholic Beverages", sub-titles "Beer Licenses",
"Beer, Wine and Liquor Licenses", and "Boards of
License Commissioners", respectively, and to add a new
section to said Article and title, said new section to be
known as Section 39A, to be under the sub-title "Gen-
eral Provisions on Issue of Licenses", and to follow
immediately after Section 39 of said Article, and to
add a new sub-section to Section 48 of said Article and
title, said new sub-section to be known as Sub-section
(ee), to be under the sub-title 'Procedure for Issue of
Licenses", and to follow immediately after Sub-section
(e) of said Section and Article, and to add a new sub-
section to Section 129 of said Article arid title, said new
sub-section to be known as Sub-section (b), to be under
the sub-title "Boards of License Commissioners", and
to follow immediately after Sub-section (a) of said sec-
tion and Article, and to add a new sub-section to Section
135 of said Article and title, said new sub-section to be
known as Sub-section (ii), to be under the sub-title
"Boards of License Commissioners", and to follow im-
mediately after Sub-section (i) of said section and
Article, establishing a Board of License Commissioners,
