practice attack or raid.
Sec. 2. And he it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
3 of Article 21 of the Annotated Code of Maryland
(1951 Edition—having been Section 2A in the 1947
Supplement), title "Conveyances," sub-title "Convey-
ances in General," extending to members of the Armed
Services who are minors certain benefits under the
Servicemen's Readjustment Act of 1944* , AND ALSO
GIVING TO SUCH MINORS AND TO CERTAIN VET-
ERANS THE POWER TO EXECUTE RELEASES OF
CLAIMS.
SECTION 1. Beit enacted by the General Assembly of Maryland,
That Section 3 of Article 21 of the Annotated Code of
Maryland (1951 Edition—having been Section 2A in the
1947 Supplement), title "Conveyances," sub-title "Con-
veyances in General," be and it is hereby repealed andl
re-enacted, with amendments, to read as follows:
3. Any war veteran or member of the Armed Services
eligible for the benefits of the Servicemen's Readjustment
Act of 1944, and amendments thereto, who is under twenty-
one years of age, may, for the purpose of obtaining the
benefits of said Act, mortgage real estate owned by him,
buy real estate and execute a mortgage to cover the pur-
chase money, or execute a deed for the sale of real estate
