and it shall be the duty of the said judges in each of
said districts to count the ballots given in such dis-
tricts, and certify the result of such election of dis-
trict school commissioners annually to the orphans'
court.

SEC. 4. And be it enacted, That in each election dis-
trict in said county, said district school commissioners
shall, in every year, in the month of July, on each
one of the two last days in said month, (exclusive of
Sundays,) meet at the usual place of holding the

ceed to ascertain the number and condition of the
schools in said district, and the names and character
of the several teachers who shall have been engaged

those so met, may act for and in the name of all, shall
distribute, by means of their joint drafts on the said

or portions, equal or unequal, as said district school
commissioners may deem to be right and proper, not

lars per month; and it is hereby provided, that no tea-
cher shall receive any portion of said money unless he
shall sustain, in the judgment of a respectable number
of the patrons of the school he has been keeping, a
fair character for capacity, integrity, punctuality, so-
briety and good demeanor; and it is provided further,
that said district school commissioners shall require
of each teacher, before receiving a draft for his por-
tion of said school money, that he shall not make, or
if made, that he will relinquish or refund any charge
for the schooling of such children of needy parents as
