lawful to arrest one out of his proper county,

All proceedings, &c. civil or criminal, de-
pending in A. A. county court at the pas-

sage of this act, to remain until final deter-

mination, and for that purpose officers of A.

A. county to have as full powers, §"c. in
Howard district as if this act had not pass-

ed, but after the passage the court of, and

orphans' court, &c. to have a jurisdiction as

exclusive as if county, &c.

Commissioners to fix upon sites for pub-

lic buildings, to purchase the land necessa-

ry for public buildings, §"c. cost not to ex-

ceed $20, 000, and not to levy more than

$4000 for any one year, &c. commissioners

may instead of purchasing sites, if they

deem it best, purchase a house or houses,

limits above provided for not to be exceed-

ed, nor annual levy,

To borrow money for the purposes above

mentioned, but not more than §4000 to be

due and payable in any one year,

To levy, if they think fit, at the time of

levying public levies, in each year for five

years, if so much is required, until the

whole sum is levied; the whole, if necessary,

to be applied to the purchase or rent of said

buildings; first levy to be made at such lime

as said commissioners may direct, and so

on for each year until the whole is levied,

together with commission for collecting the

same, commission same as for district taxes,

to be collected as public charges are; when
collected to be paid to said commissioners,

to be applied to the uses, &c. as directed

by this act,

tion except their per diem,
