assembly of December session, eighteen hundred and
thirty-nine, chapter ninety-eight, section nineteen shall
have been levied.

row money.

Sec 2. And be it enacted., That it may be lawful for
said commissioners of Howard District to borrow at an
interest not exceeding six per cent per annum, a sum suf-
ficient to pay all just claims now existing against said
commissioners, fot work done and materials furnished for

said public buildings, provided the sum so loaned shall
not exceed the amount of eight thousand dollars, and pro-
vided also, that should the said eight thousand dollars be
insufficient to pay the entire indebtedness of said district
on account of the improvement of the public property,
then the said sum, or so much thereof, as may be obtained
in virtue of this act, shall be distributed among the sev-
eral claimants, in proportion to the amount of their re-
spective claims, ascertained by said commissioners to be
just.

Sec. 3. And be it enacted, That it may be lawful and
the said commissioners of Howard District, are hereby
authorised and empowered to mortage the public property
of said district, to enable them to effect the loan contem-
plated by the second section of this act, provided, there
shall not be a foreclosure of said mortgage until eight years

Sec. 4. And be it enacted, That the collector or col-
lectors of tax of Howard District, shall be entitled to the
same compensation for the collection of the sum or sums
to be levied by the provisions of this act, as they shall re-
ceive for the collection of other levies in said district.

Sec. 6. And be it enacted, That the said commission-
ers, be and they are hereby required, on or before the first
day of September, eighteen hundred and forty-four, to
cause a full and entire statement of all their disbursements
on account of the improvement of the public property, in-
cluding the disbursement of the twenty thousand dollars,
authorised by law for that purpose, as well as showing
how the debt now existing has been contracted, and the
precise amount thereof to be made out, and published in
the Howard District Press.
