CHAP. 148.
Proviso.

and they are hereby authorized to pass such ordinances
or by-laws for the proper regulation of the village, as to
them may seem necessary; provided, the same shall not
be repugnant to the laws of this state, to remove all
nuisances, and prevent all local causes of disease, to sup-
press and prevent all disorderly and riotous conduct, to
punish all violations of their ordinances or by-laws by
fine, and to compel each citizen and property-holder, not
being a resident of said village, to pay his rateable pro-
portion of the expenses incurred in carrying into effect
said ordinances.

An act relating to free negroes in Howard district Anne
Arundel County.

Preamble,

Whereas many negroes and mulattoes, of Howard
District, have become entitled to freedom under deeds of
manumission, and last wills and testaments, which have
been recorded in Anne-Arundel county, prior to the for-
mation of Howard District, and who have not yet obtain-
ed certificates of freedom—Therefore,

Section 1. Be it enacted by the General Assembly of
Maryland, That from and after the passage of this act>
any copy or extract, under seal, of any deed of manumis-
sion from the clerk of Anne Arundel county court, or
any copy or extract, under seal, of any last will and tes-
tament, from the register of wills of Anne Arundel coun-
ty, shall be good and sufficient authority, when presented
to the clerk of Howard District court, or to the register
of wills of Howard District for the said clerk or register,
to issue, to any negro or mulatto a certificate of freedom
