more students upon the approval of the College and the ap-
pointing authority. The appointments for such scholarship
shall be made after a competitive examination of the candi-
date and according to the general procedure provided in this
sub-title. Nothing in this section shall, however, be construed
to affect tuition scholarships already established or which
may be established to attract outstanding students without
regard to geographical restrictions.
SEC. 2. And l>e It further enacted, That this Act shall take
effect June 1, 1949.

(Senate Bill 26)
AN ACT to repeal Section 36 of Article 33 of the Annotated
Code of Maryland (1947 Supplement), title "Elections",
sub-title "Registration", said section relating to the Declara-
tion of Intentions to become a citizen of the State before
being entitled to register as a voter.
WHEREAS, the law requiring all persons coming into Mary-
land from another State to declare their intentions of be-
coming citizens before being entitled to register as voters
imposes a considerable hardship upon such persons; and
WHEREAS, such persons have no knowledge of the existence
of such a law, as Maryland is the only State which has such
a law, thereby generally resulting in the loss of the right to
vote for approximately two years, since such persons first
learn of the Maryland law when they go to register; and
WHEREAS, there seems to be no longer any need for con-
tinuing this Act; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 36 of Article 33 of the Annotated Code of
Maryland (1947 Supplement), title "Elections", sub-title
"Registration", be and it is hereby repealed.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.
