87. (Howard County. ) In Howard County, notwithstand-
ing any other provision of this sub-title, the opening hour on
Sunday in the Fourth District thereof shall be 1 o'clock
P. M. for the holder of a Class D Beer License (On Sale—
Generally), and for the sale of beer by the holder of a Class
D Beer, Wine and Liquor License (On Sale—Taverns).
No sale of wine or liquor shall be made in Howard County
between the hours of 1 o'clock A. M. on Sunday and 6 A. M.
the following Monday.
SEC. 2. And 'be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect on May 1, 1949.

AN ACT to add a new section to Article 77 of the Annotated
Code of Maryland (1939 Edition), title "Public Educa-
tion", said new section to be known as Section 253A, to
follow immediately after Section 253 thereof, to be under
the sub-title "Free Scholarships", and under the new sub-
heading "Morgan State College", providing for tuition
scholarships at Morgan State College.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
77 of the Annotated Code of Maryland (1939 Edition), title
"Public Education", said new section to be known as Section
253A, to follow immediately after Section 253 thereof, to be
under the sub-title "Free Scholarships", and under the new
sub-heading "Morgan State College", and to read as follows:
MORGAN STATE COLLEGE
253A. One student from each senatorial district of the
State shall be educated free of charge for tuition, room and
board at Morgan State College, provided, however, that the
value of any such scholarship may be divided between two or
