CHAPTER 393
(House Bill 548)

AN ACT to repeal and re-enact with amendments, Section 89
of Article 10 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Dorchester County", sub-title
"Cambridge", striking out the provision in said section
which requires the posting of a list of delinquent taxpay-
ers in front of the City Hall and in each of the Wards of
Cambridge.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 89 of Article 10 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Dorchester
County", sub-title "Cambridge", be and it is hereby repealed
and re-enacted with amendments, to read as follows:

89. (a) On the first day of July next following the annual
levy, the taxes levied therein shall become due and in arrears,
and payment thereof may be enforced as herein provided.
Every person who shall pay his or her taxes within one month
after the levy list shall be delivered to the clerk, treasurer and
collector, on or before the first day of October, shall be
allowed a discount of 3 per cent thereon, and this discount
shall be allowed to the clerk, treasurer and collector in his
settlement with the Commissioners of Cambridge, provided
the taxes on which the allowance is claimed shall be paid to
the clerk, treasurer and collector within ten days after the
said first day of October.

(b) The real and leasehold property charged in the assess-
ment books of the city to any person, shall be bound for
the taxes which may be levied on or against, or on account
of said property, and for all taxes that may be levied against
said person, and all such taxes shall be a lien on said real
and leasehold property, and shall, as a lien, have priority
over all other adverse liens, claims, rights, titles and in-
terests, whosoever may have said property in charge or
possession. It shall be the duty of a person who disposes
of such property, and of the person who purchases or ac-
quires the same, to see that a transfer is made on the assess-
ment books of the city, and no one shall be entitled to a
notice for taxes, due and in arrear, on property which is not
charged to such person.

(c) On the first Monday in September in each year, the
clerk, treasurer and collector shall have ready what is
known as the Tax Collection Book, setting forth in alpha-
