regarded as in derogation of any powers now existing. This
Act being necessary for the welfare of the inhabitants of
Anne Arundel County, shall be liberally construed to effect
the purposes hereof. All acts and parts of acts inconsistent
with the provisions of this Act are hereby repealed to the
extent of such inconsistency.
SEC. 11. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of the passage.

CHAPTER 392
(House Bill 543)
AN ACT to repeal and re-enact, with amendments, Section 55
of Article 19 of the Code of Public Local Laws of Maryland
(1930 Edition), title aSt. Mary's County", sub-title
"County Commissioners", as amended by Chapter 285 of the
Acts of 1943, increasing the maximum compensation of the
Clerk to the County Commissioners.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 55 of Article 19 of the Code of Public
Local Laws of Maryland (1930 Edition), title "St. Mary's
County", sub-title "County Commissioners", as amended by
Chapter 285 of the Acts of 1943, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
55. The County Commissioners shall elect by a majority
vote a clerk to said board who shall serve as such for a term
of two years and until his successor is elected and qualified.
The County Commissioners are hereby authorized to fix the
compensation of said clerk at not less than One Thousand
($1, 000) Dollars, nor more than Twenty-eight Hundred
($2, 800) Dollars per year.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.
