reconstruct any existing or hereafter dedicated street, road
or lane or any county road, street, or lane which has been or
may be acquired and opened for public use, and to build or
rebuild sidewalks, curbs, gutters and/or crossings on any of
such streets, roads or lanes; and in furtherance of the powers
so granted to grade, pave, macadamize or otherwise to im-
prove or change the existing type of such streets, roads, lanes,
sidewalks, curbs, gutters and/or crossings.

(b) Whenever the said Citizens Committee of Chevy
Chase—Section 4 shall determine that any street, road, lane,
sidewalks, curbs, gutters and/or crossings shall be built, con-
structed, rebuilt or reconstructed as authorized in the pre-
ceding paragraph (a), said Committee shall prepare a list or
statement setting forth specifically the street, road, lane,
sidewalk, curb, gutter and/or crossing to be so improved and
the bounds of such improvements, the general type thereof,
and the estimated cost thereof, and shall call a special meet-
ing of the owners of property abutting on such improvement
and against whose property assessments for such improve-
ment would be levied hereunder and the resident registered
qualified voters who are assessed as owners of any interest,
joint or several, in real property in Chevy Chase—Section 4,
Montgomery County, Maryland, at which meeting only the
resident registered qualified voters who are assessed as owners
of any interest, joint or several, in real property in Chevy
Chase—Section 4, Montgomery County, Maryland, shall have
the right to vote, such meeting to be held after giving at least
ten days7 notice thereof to each of such owners of property
abutting on such improvement and against whose property
assessments of such improvement would be levied hereunder
and the resident registered qualified voters who are assessed
as owners of any interest, joint or several, in real property in
Chevy Chase—Section 4, Montgomery County, Maryland, by
depositing said notice which shall incorporate the text of the
list or statement aforesaid in the United States Postoffice
addressed to such owner's last known address. At such meet-
ing the making of such proposed improvement and the levy
of such assessment shall be submitted to a vote of the resident
registered qualified voters who are assessed as owners of any
interest, joint or several, in real property in Chevy Chase—
Section 4, Montgomery County, Maryland, present, and such
improvement shall be undertaken only upon a ratification of
such proposition by a majority vote of the resident registered
qualified voters who are assessed as owners of any interest,
joint or several, in real property in Chevy Chase—Section 4,
Montgomery County, Maryland, present and voting at such
meeting. If the proposition submitted by the Citizens Com-
mittee is so ratified, the proposed improvements shall be
