ton Suburban Sanitary Commission; for the construction of
parks and sidewalks on property held in the name of Chevy
Chase—Section 4 acquired by the Committee in the public
interest; for the rebuilding or reconstruction of any existing
improvement on any dedicated street, road or lane where
the safety of vehicular or pedestrian traffic along such
streets, roads, or lanes requires such rebuilding or recon-
struction; for the building or rebuilding of curbs on exist-
ing improved gutters where such curbs are required to pre-
vent damage to the parking or to private property from
water flowing from said gutters; for paying the principal
and interest of the bonds, notes, or certificates of indebted-
ness issued for the improvements authorized in Sections 103
and 104 hereof; for managerial, clerical and other incidental
services and expenses, including payment of the premium on
the Treasurer's bond; for furnishing police and fire protec-
tion and other public services including the removal of ashes,
garbage, and other refuse and the disposal thereof; for the
employment of a community manager, and a building in-
spector to enforce the requirements of all deeds and con-
veyances for property situated in said Community; for en-
forcing such building, sanitary and other regulations, as said
Committee, subject to the approval of the County Council,
may prescribe for said Community.

102. Said Citizens Committee of Chevy Chase—Section 4
shall not contract for material or work in a sum exceeding
Five Hundred Dollars ($500. 00) without having first sub-
mitted the specifications therefor and invited bids for the
same, from at least three persons or corporations reserving
the right to reject any and all bids received, after which the
said Committee may purchase such material or make con-
tracts for such work, and shall award such contract to the
lowest responsible bidder, provided, however, that if no satis-
factory bid shall be received the Committee may purchase
such material or contract for such work in the open market
or have such work done by employed labor, or otherwise, as
it may deem best; and provided further that said Committee
may make contracts for lighting said Chevy Chase—Section 4
for such period as it deems fit but for no longer period than five
years at a time; and provided further, that no member of said
Citizens Committee shall furnish any supplies of any kind
or be interested in any contract in any manner with said
Citizens Committee.

103. (a) Said Citizens Committee of Chevy Chase—Sec-
tion 4 as herein defined is empowered and subject to the
conditions hereinafter set forth, to build, construct, rebuild or
