term. All elections shall be held upon notice of the time and
place of such meeting having been mailed at least two weeks
in advance of said meeting to all resident registered quali-
fied voters being owners of any interest, joint or several, in
real property in said community. Only resident registered
qualified voters being owners of any interest, joint or several,
in real property in said community shall be eligible to be
elected as Committeemen. Only resident registered qualified
voters being owners of any interest, joint or several, in real
property in said community shall be entitled to vote.

(c) Following each election each newly elected Committee-
man shall qualify within fifteen days by taking oath, before
any person in Montgomery County authorized by law to ad-
minister oaths, to discharge diligently and faithfully all
duties of the office.

(d) If any newly elected Committeeman fails to so qualify,
or if any Committeeman shall remove his residence from
Chevy-Chase—Section 4, or if a vacancy should occur by
resignation, or for any other reason, his office shall be deem-
ed to have become vacant. Vacancies in the Committee which
occur before the annual election hereinbefore provided for
may be filled by appointment, by a majority of the remain-
ing members of the Committee, of a resident registered and
qualified voter being an owner of any interest, joint or
several, in real property in said community, to serve, upon
qualification as required of a newly elected Committeeman,
until the next regular election.

100. (a) The County Council is hereby authorized, em-
powered and directed to levy and cause to be collected from
the owners of real property in Chevy-Chase—Section 4 at the
time of the county levy beginning July 1, 1950 and for each
tax year thereafter, a tax on the assessed valuation of the
real property within said described area in Chevy Chase—
Section 4 as named or created in this sub-title in amounts
certified to the County Council by the Committee: Pro-
vided, however, that the Committee shall not certify nor
the County Council levy or collect a tax for any year of
less than twenty cents ($0. 20) or in excess of fifty cents
(|0. 50) on each One Hundred Dollars ($100. 00) of assessed
valuation of such real property.

(b) On the first Tuesday in February of the year 1950 and
each succeeding year thereafter and prior to certifying the
tax rate to the County Council, the Committee shall hold a
public meeting on its proposed budget for the forthcoming
fiscal year. Notice of the time and place of such meeting
