mittee or as may be directed by the majority of the citizens
of the community present at any legally called meeting. He
shall pay out such funds only in accordance with this Act, as
instructed by the Committee, by check duly signed by him as
Secretary-Treasurer and countersigned by the Chairman of
the Committee or a member of the Committee duly authorized
by it to act in the place and stead of the Chairman.
(d) The Secretary-Treasurer shall give bond, with surety
approved by the Committee in the penal sum of Three Thous-
and Dollars ($3, 000), or such higher amount as may be
fixed by the Committee, conditioned upon the faithful ac-
counting by him for all moneys which shall come into his
hands as such Secretary-Treasurer and the payment over to
his successor of all such moneys as remain in his hands upon
the termination of his tenure of office.
99. (a) Members of the Citizens Committee of Chevy Chase
—Section 4 holding office under the provisions of Chapter
177 of the Acts of the General Assembly of Maryland, Ses-
sion of 1918, and all amendments in reference to said Act
since said date by said Assembly, at the time of the enact-
ment of this Act shall be and hereby are constituted as the
initial membership of the Committee, respectively, as pro-
vided for in this Act to serve to the end of their present
terms and until their successors are elected or appointed
and duly qualified as hereinafter provided. All records,
correspondence and other documents and property of the
Citizens Committee are hereby transferred to the Committee
and all valid actions of the Citizens Committee performed
mirier the provisions of Chapter 177 of the Acts of the Gen-
eral Assembly of Maryland, Session of 1918 and amendments
thereto, and not inconsistent with the provisions of this
Act, shall be, and hereby are declared to remain in full force
and effect unless and until properly modified or rescinded
in accordance with the provisions of this Act. No provisions
of this Act shall affect any right, lien, or liability subsisting
at the time of its passage.
(b) On the first Tuesday in February, 1950, two mem-
bers of the said Citizens Committee shall be elected to serve
for one year and three members to serve for two years. On
the first Tuesday in February 1951, and on the first Tuesday
in February of each following year, an election meeting shall
be held at which Committeemen shall be elected for two
years to succeed those whose terms expire, and at which
Committeemen shall be elected to fill any vacancies which
may exist, but the Committeemen so elected to fill such
vacancies shall serve only for the remainder of the unexpired
