administer authority and carry out the duties herein created
to the corporate area.

"Secretary-Treasurer" shall mean the Secretary-Treasurer
of Chevy Chase—Section 4 as hereinafter created.

"County" shall mean Montgomery County, Maryland.

"County Council" shall mean the County Council of Mont-
gomery County, Maryland or any succeeding governing body
of Montgomery County.

"Director of Finance" shall mean the Director of Finance or
the Director of the Department of Finance of Montgomery
County, Maryland or any officer succeeding to the functions
and duties of said office.

98. (a) There is hereby established a Citizens Committee for
Chevy Chase—Section 4 to administer the affairs, to fulfill
the obligations and to carry out the responsibilities of the
community, all as provided in this Act. The Committee shall
consist of five members. Members of the Committee shall be
resident registered qualified voters, being owners of any
interest, joint or several, in real property in Chevy Chase—
Section 4 and shall be elected for such terms as hereinafter
provided.

(b) The Committee shall elect one from among its member-
ship to be Chairman, whose special duties shall be to preside
at meetings of the Committee and to countersign checks
properly issued by the Secretary-Treasurer, who shall also
be elected by the Committee from among its membership. The
Committee shall meet not less than once each month at times
and places of its choosing to transact such business as may
properly come before it, and the Secretary-Treasurer shall
keep accurate minutes of all such meetings. Three members
of the Committee shall constitute a quorum for the trans-
action of business; provided, however, that all actions involv-
ing the election of a Chairman and/or Secretary-Treasurer,
the certifying of tax rates, expenditure of community funds,
except for the payment of current bills or the levying of
special assessments on property for assessable improvements
shall require the affirmative vote of at least three members of
the Committee.

(c) The Secretary-Treasurer shall be the custodian of all
records, correspondence and other documents and property
of Chevy Chase—Section 4. He shall prepare, sign and issue
correspondence of official matters as directed by the Commit-
tee, and otherwise perform the usual duties of a Secretary.
He shall be the custodian of all funds which are received to
the credit of Chevy Chase—Section 4 and shall deposit all
such funds in such banks as may be approved by the Com-
