Each Committee shall certify the result of the referendum
election to the Secretary of State of Maryland within 48
hours after the closing of the polls.
Should the effective date of this Act be later than April 5,
1949, the Mayor and Town Council may, within thirty days
after such effective date, by ordinance prescribe the dates for
the referendum election, posting of notices, and registration of
voters provided for herein. The date so prescribed for the
referendum election shall be not more than ninety days after
the effective date of this Act.
SEC. 3. And be it further enacted, That all property situ-
ated in areas annexed to the Town of Landover Hills pur-
suant hereto shall be subject to that proportion of the regular
town tax levied for the year 1949, that the number of whole
calendar months after annexation bears to the entire year.
SEC. 4. And be it further enacted. That the ad valorem
tax authorized by Section 23 of the Charter of the Town of
Landover Hills, as amended by Chapter 311 of the Laws of
Maryland, 1947, for the purpose of paying principal and in-
terest on bonds or certificates of indebtedness issued for the
purpose of paying for storm water or surface drainage im-
provements shall be levied only against that property situ-
ated within the limits of the town as constituted at the time
of the issuance of said bonds or certificates of indebtedness.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.
