get and Taxes", be and they are hereby repealed and re-
enacted, with amendments, to read as follows:

1194 (1300). (A) Prior to the beginning of each fiscal
year, the Council, after a public hearing, shall prepare and
adopt an annual budget covering the estimated receipts and
disbursements of the general revenues of the city for the
fiscal year beginning July first following its adoption, and
which shall include a carefully prepared and itemized esti-
mate of city revenues from all known sources, including any
balance unexpended in the general fund for the previous year.

(B) Against the total revenues thus estimated the Council
shall apportion such sums as, in its judgment, may be
necessary and proper to meet the various itemized require-
ments of the city during the said fiscal year, as far as such
requirements can be estimated; provided, however, that the
total of such proposed expenditures shall not exceed ninety
per cent of the estimated revenues of the city; the remaining
ten per cent of said estimated revenues shall be maintained
as a reserve to meet extraordinary or unanticipated expendi-
tures as the Council may direct.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.

(House Bill 215)

AN ACT to repeal Sections 369 and 370 of Article 4 of the.
Code of Public Local Laws of Maryland and Baltimore City
Charter (1938 Edition), title "Baltimore City", sub-title
"Bills of Exchange and Promissory Notes", said sections
relating to certain negotiable instruments presentable for
payment in Baltimore City on Saturday or Sunday.

WHEREAS, Sections 9, 9A, 10 and 11 of Article 13 of the
Annotated Code of Maryland (1947 Supplement), fully cover
the provisions in said Sections 369 and 370, thereby rendering
them unnecessary; now therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 369 and'370 of Article 4 of the Code of
