and sub-division property. Immediately upon the com-
mencement of the system of sewage disposal, the Com-
missioners of Betterton are empowered and directed to
fix and levy a sewerage rental charge upon all property
upon said sewer main, in accordance with its classifica-
tion, which sewerage rental charge shall be based upon
consumption of metered water at such property, or upon
the number of fixtures located on such property to be con-
nected to said sewer main, or upon the number of persons
reasonably to be expected to use the facilities at such
property, as said Commissioners of Betterton, in their
discretion, shall determine to be the most equitable basis
for such sewerage rental charge. Thereupon, the Commis-
sioners of Betterton shall in writing notify all owners of
said properties into which class their respective properties
fall, the basis upon which said sewerage rental charge
has been determined, and the sewerage rental charge
determined upon, naming also in said notice a time and
place when and at which said owners will be heard. Such
notice may be mailed to the last known address of the
owner, or served in person upon any adult occupying the
premises, or in the case of vacant or unimproved prop-
erty, posted upon the premises. The classification of any
property for the purpose of establishing a sewerage rental
charge, and the determination of such charge as made by
the Commissioners of Betterton shall be final, subject only
to revision at said hearing. The Commissioners of Better-
ton may change the classification of properties from time
to time, as said properties change in the uses to which
they are put. Such sewerage rental charges shall be
uniform for each class of property throughout the town
and shall be paid annually beginning in the year such
construction is begun, by all properties located as above
specified, for a period of years co-extensive with the period
of maturity of the bonds out of the proceeds of which such
construction was done; provided, however, that any owner
of property in the industrial or business, hotel, or sub-
division class may, at his option, extinguish at any time
said sewerage rental charge by the payment, in cash, of
an amount which, if put at interest at three and one-half
per centum, compounded annually, would yield an annuity
equal to the annual sewerage rental charges for the period
for which the bonds have, at the time the option is exer-
cised, still to run. The Commissioners of Betterton shall
at any time permit a connection with a sewer main by a
property owner whose property does not abut on said
sewer main and who has not previous thereto paid a sew-
erage rental charge for the construction of said sewer
