appoint, with the approval of the President and Commis-
sioners, such officers as needed to enforce the ordinances
of the President and Commissioners. The Town Manager
shall be responsible, for the posting of rules and regula-
tions concerning the police department and for seeing that
such regulations are carried out. The President and Com-
missioners of Princess Anne shall give no orders, either
publicly or privately, to members of the police force except
through the Town Manager after formal resolutions of
policy have been adopted in regular or special meetings of
the President and Commissioners as a body.

319. The law enforcement officer or officers, before en-
tering upon the duties of the office, shall take and sub-
scribe an oath before the President and Commissioners
of Princess Anne, to discharge faithfully and impartially
the duties of the office without favor, affection, or prejud-
ice, and shall within the limits of said town under the gen-
eral direction of the Town Manager have all authority of
police officers and shall enforce all ordinances of the Presi-
dent and Commissioners.

SEC. 5. And be it further enacted, That this Act shall
take effect June 1, 1949.

CHAPTER 228
(Senate Bill 234)

AN ACT to add a new section to Article 77 of the Anno-
tated Code of Maryland (1939 Edition and 1947 Supple-
plement), title "Public Education", said new section to
be known as Section 254A, to follow immediately after
Section 254 thereof and to be under the sub-title "Free
Scholarships", and under the sub-heading "How
Awarded", relating to the conditions under which schol-
arships are given in any school in this State.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 77
of the Annotated Code of Maryland (1939 Edition and
1947 Supplement), title "Public Education", said new sec-
tion to be known as Section 254A, to follow immediately
after Section 254 thereof and to be under the sub-title
