SEC. 3. And be it further enacted, That this Act shall
not take effect until it has first been submitted to the regis-
tered voters of the Town of Princess Anne, along with the
question of a two-year term of office for town commission-
ers, at a special election to be held in said town on June
14, 1949, and has been approved by the majority of voters
voting thereon. A special registration for said election
shall be held on June 7, 1949. The said election shall be
be held and conducted in accordance with the laws, ordi-
nances, and regulations for holding town elections in so far
as same may be applicable. The President and Commis-
sioners of Princess Anne shall give notice of said special
election and of the questions to be voted upon by posting
same in at least five of the most public places in said town
at least one week before said election, the notice to give
the date, the hours the polls will remain open and the loca-
tion of the polling place or places. There shall be printed
on the ballots for said election the words, "For Town
Manager" and "Against Town Manager" and "For two-
year terms for Commissioners" "and "Against two-year
terms for Commissioners, " with squares opposite each for
voters to indicate choice.

On the closing of the polls, the ballots shall be counted
and canvassed in the usual manner, and the persons or
officials making said canvass shall publicly announce the
result of said canvass. In the event that a majority of the
votes cast are "For Town Manager" and "For Two-Year
Terms for Commissioners", this Act shall immediately be-
come effective, and in the event a majority of said votes
are "Against Town Manager" or "Against Two-Year
Terms for Commissioners", this act shall be null and void
and of no effect whatsoever.

SEC. 4. And be it further enacted. That Sections 316,
317, and 317A—3171, inclusive, of Article 20 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Somerset County, " sub-title "Princess Anne, " as said
sections were enacted by Chapter 67 of the Acts of 1933,
Extraordinary Session, and Sections 318 and 319 of said
Article 20, be and they are hereby repealed and that two
new sections be and they are hereby enacted in lieu there-
of, said new sections to be known as Sections 318 and 319,
and to read as follows:

318. The Town Manager of Princess Anne shall be re-
sponsible to the President and Commissioners for law en-
forcement in the Town of Princess Anne, and he may
