claring that certain leases or rental agreements are ex-
clusively for business or commercial purposes and pro-
hibiting the redemption of the rent, fee or charge re-
served therein except as provided in the particular lease
or rental agreement; repealing Paragraph (25), title
"Redevelopment Commission, " of Section 6 of Article 4
of the Code of Public Local Laws of Maryland and the
Baltimore City Charter (1946 Edition), and all amend-
ments thereto, and particularly Chapter 504 of the Laws
of Maryland of 1947; authorizing the Baltimore Redevel-
opment Commission to continue in existence and exercise
its power and authority until certain events occur; con-
ferring certain power and authority upon the Baltimore
Redevelopment Commission and the Mayor and City
Council of Baltimore relative to the disposition of certain
property and rights held by The Baltimore Redevelop-
ment Commission, and declaring this Act to be an emer-
gency measure.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new paragraph be and it is hereby added to Sec-
tion 6 of Article 4 of the Code of Public Local Laws of
Maryland and the Baltimore City Charter (1946 Edition),
title "Baltimore City, " sub-title "General Powers, " to be
known as Paragraph (14A), to follow immediately after
Paragraph (14) of said Section, and to read as follows:
(14A) Land Development and Redevelopment
(a) To acquire, within the boundary lines of Baltimore
City, land and property of every kind, and any right, in-
terest, franchise, easement or privilege therein, including
land or property and any right or interest therein already
devoted to public use, by purchase, lease, gift, condemna-
tion or any other legal means, for development or redevel-
opment, including but not limited to, the comprehensive
renovation or rehabilitation thereof; provided, however,
that any land or property owned by the State of Maryland
or the Housing Authority of Baltimore City shall not be
acquired by the Mayor and City Council of Baltimore with-
out the prior consent of the State or the Housing Authority
of Baltimore City, as the case may be;
(b) To develop or redevelop, including but not limited
to, the comprehensive renovation or rehabilitation of, any
and all land or property acquired by any of the methods
hereinbefore mentioned;
(c) To sell, lease, convey, transfer or otherwise dis-
pose of any of said land or property, regardless of whether
