within three days of said election. The said supervisors
shall, for said election, cause to be made up official ballots,
upon clear white paper of a convenient size, in the usual
form of county ballots, and shall post a sample or facsimile
of said ballot in ten public places not later than the day be-
fore such election. The names on said ballots shall be ar-
ranged alphabetically with at least five blank spaces in which
the voters may write in and vote for one or more candidates,
and said ballots shall be voted by making a cross (X) in the
square provided opposite the name of each candidate.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 178
(House Bill 349)

AN ACT to add a new section to Section 343 of Smith's Code
of Public Local Laws of Baltimore County (1948 Edition),
title "Public Works", sub-title "Sewer and Water" (Metro-
politan District), to be known as Section 343A, to follow
immediately after Section 343, to authorize agents,
servants and employees of the County Commissioners of
Baltimore County to enter upon private lands or property
for the purpose of cleaning out the beds of streams.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be added to Section 343 of Smith's
Code of Public Local Laws of Baltimore County (1948 Edi-
tion), title "Public Works", sub-title "Sewers and Water"
(Metropolitan District), to be known as Section 343A, to
follow immediately after Section 343, and to read as follows:

343A. Any agent, servant or employee of the County Com-
missioners of Baltimore County shall have the right to enter
upon any private lands or property for the purpose of cleaning
out the bed of any stream or other water course, provided that
no substantial change in the alignment, course, width or depth
