42. (Qualifications. ) There shall be a Town Treasurer,
who shall be elected by the Mayor and Town Council, whose
term of office shall be two years. To qualify as such, he must
be a legal voter in said town and owner of real estate in his
or her name whether or not jointly with spouse in the Town
of Bladensburg assessed on the County assessment books to
the value of at least $l, 000. 00. Before he enters upon his
duties he shall give bond payable to the Mayor and Town
Council of Bladensburg, in such penalty as the Mayor and
Town Council may fix, with surety to be approved by it, con-
ditioned as it may direct, and the said Treasurer shall qualify
and enter upon the duties of his office on or before the first
meeting following the certificate of election. A failure to
qualify within the time herein specified shall be deemed a
refusal to accept the office. In the event of the death, failure
to qualify, resignation, inability to act or removal for cause
of the Treasurer by the Mayor and City Council, it shall
be its duty to appoint another Treasurer under like condi-
tions as to bond.

43. (Municipal Elections. ) The regular election for the
choice of Mayor and Councilmen shall be held on the first
Monday in May, every alternate year, except as hereinbefore
set forth.

Special elections may be held, and shall be subject to the
provisions of this charter relating to general elections except
that the Council may by resolution fix their time within the
limits provided in this charter and provide the means for
holding them. All elections shall be non-partisan.

43G. (Candidates for Office. ) Any person, having the
qualifications provided for herein, may become a candidate
for Councilman or Mayor, by filing with the Town Super-
visors of Election, at least 15 days prior to the election,
a certificate that he is a candidate, that he has the re-
quired qualifications, and by giving his age, residence,
occupation and a reference to the Land Records, showing the
ownership of his real estate, provided that such certificate
shall be endorsed by at least 20 qualified voters of said town.
The qualifications of said candidate, or of those endorsing
him, shall not be subject to review of said supervisors, but
may be decided and determined by the Circuit Court for said
County either before or after election, in any proper pro-
cedure, upon the petition of five (5) voters. In the event
that less persons than are to be elected shall file as candi-
dates, or any candidate having filed, dies or withdraws, the
said supervisors may receive petitions of candidacy up to
