7. (a) All citizens of the United States of at least 21 years
of age, who shall have resided within the Town of College
Park not less than one year next preceding the date of any
Town election in which they attempt to vote and have regis-
tered as hereinafter provided, shall be qualified voters of the
said Town.

(b) The Mayor and Common Council shall provide for the
biennial registration of all persons not registered who shall
desire to vote in municipal elections held in the Town of Col-
lege Park, and for the revision of the registration lists, and
more than one month prior to the date of the general election,
shall biennially appoint and fix the compensation of two (2)
qualified voters of said Town, not holding any other office
thereunder, as Supervisors of Election who shall act as Regis-
tration Officials and Judges of Election at any election held
during the two (2) years succeeding their appointment, and
such Supervisors of Election are hereby authorized to ad-
minister oaths in the performance of their duties of conducting
the Registration provided for herein.

(c) Except as otherwise provided herein, any person pos-
sessed of all the qualifications that are necessary to entitle
a person to exercise the right to register as a voter of the State
of Maryland, under the general election laws, shall be entitled
to be registered; provided, however, that every applicant to
register shall be at least 21 years of age and shall have had
his actual residence in the Town of College Park, in the sense
that he has had no other home elsewhere, for the period of six
months next preceding the day of application to register and
shall satisfy the registration officers of that fact. Any appli-
cant to register who shall be registered as a voter elsewhere
in the State of Maryland shall not be permitted to register un-
less there is filed with the registration officer of said Town
the applicant's affidavit under oath that the applicant has
abandoned any prior place of residence.

(d) The proceedings for the registration of voters and the
maintenance of registration lists, ^except as may be herein
otherwise provided, shall conform as nearly as may be possible
to the proceedings for the registration of voters and the main-
tenance of registration lists under the general election laws of
this State, and the Mayor and Common Council shall have
power and are hereby directed to pass and enact such ordi-
nances, consistent with law, as said Mayor and Council may
deem proper for carrying into execution the provisions of this
section.

(e) The said Judges of Election shall attend at the times
and places of registration and register all qualified persons
