come liens upon the property upon which they are imposed,
be collectible and bear the same discounts, interest and
penalties to the same extent and in the same manner as
such other Town taxes.

982D. (a) All the area annexed to the Town of Rock-
ville by Section 982B and all the inhabitants thereof shall,
except as provided in Section 982C, in all respects be sub-
ject to the powers, jurisdiction and authority now vested or
to be vested by law in the Mayor and Council of Rock-
ville. The area annexed to the Town of Rockville by said
Section 982B is hereby intended to be included within the
incorporated Town of Rockville within the meaning of
that term as used in Section 3 of Article XI-A of the Con-
stitution of the State of Maryland and Section 4a. of
Article II of the Charter of Montgomery County. Except
as provided in Section 982C, all of the provisions of the
Public Local Laws of Maryland pertaining to the Mayor
and Council of Rockville, and all of the Ordinances hereto-
fore enacted by the Mayor and Council of Rockville, are
hereby extended and made applicable to the territory an-
nexed to said Town by Section 982B, unless the context of
any such Public Local Laws or Ordinances clearly indi-
cate a contrary intent. All Public Local Laws hereafter
enacted and pertaining to said Town and all Ordinances of
the Mayor and Council of Rockville shall likewise be appli-
cable to such territory.

(b) Without limiting the generality of the foregoing
provisions, the Mayor and Council of Rockville shall, upon
its own initiative, or upon petition as therein provided,
have full authority to exercise the powers conferred upon
it by Section 1000 of this Article, as amended, in all or any
portion of the area so annexed by said Section 982B and,
as provided in said Section 1000, as amended, the Mayor
and Council of Rockville shall have the authority to make
the improvements therein authorized, to levy front foot
benefit assessments and ad valorem taxes, to issue bonds or
certificates of indebtedness to pay for the same as therein
provided, and to levy or impose front foot benefit assess-
ments and ad valorem taxes to pay the principal and inter-
est of said bonds or certificates of indebtedness, all in the
manner outlined in said Section 1000, as so amended.

(c) All streets, avenues, alleys and roadways lying with-
in the area annexed to the Town of Rockville by Section
982B which have heretofore been legally dedicated to pub-
lic use or have become duly constituted public streets,
roads, avenues or alleys shall be held to be validly consti-
