To the Clerk of the Court of Appeals:

I, BERTRAM L. BOONE, II, SECRETARY OF STATE OF THE STATE
OF MARYLAND, pursuant to the direction contained in Section
203 of Article 33 of the Annotated Code of Maryland (1947
Supplement), DO HEREBY CERTIFY, That at the General Election
held in this State on Tuesday, November 2, 1948, an Act
known as Chapter 721 of the Acts of the General Assembly
of 1947, was submitted to the duly qualified voters of the
State of Maryland for their adoption or rejection under the
provisions of Article 14 of the Constitution of the State, said
Act being:

"An Act to propose an amendment to Article 15 of the
Constitution of Maryland, by adding a new section to
be known as Section 11, to follow immediately after
Section 10, relating to the eligibility of persons to hold
office who are members of any organization that advo-
cates the overthrow of existing Governments in the
United States or the State of Maryland through force
or violence. "

AND i DO CERTIFY, That at said election 202, 910 votes were
cast in favor of the adoption of Chapter 721 of the Acts of
1947, and 84, 132 votes were cast against the adoption of said
Act, and a majority being cast for the adoption thereof, it
was therefore ratified by the voters of the State of Maryland.
