To the Clerk of the Court of Appeals:

I, BERTRAM L. BOONE, II, SECRETARY OF STATE OF THE STATE
OF MARYLAND, pursuant to the direction contained in Section
203 of Article 33 of the Annotated Code of Maryland (1947
Supplement), DO HEREBY CERTIFY, That at the General Election
held in this State on Tuesday, November 2, 1948, an Act
known as Chapter 586 of the Acts of the General Assembly of
Maryland, was submitted to the voters of Cecil County, Mary-
land, for their adoption or rejection under the provisions
thereof, said Act being:

"An Act to authorize and empower the County Commis-
sioners of Cecil County to borrow upon the faith and
credit of said County a sum not to exceed |2, 250, 000
for the erection and equipment of new public school
buildings. "

AND i DO CERTIFY, That at said election 2, 899 votes were
cast in favor of the adoption of Chapter 586 of the Acts of
1947, and 4, 589 votes were cast against the adoption of the
said Act, and a majority being cast against the said referred
law, the said law has therefore failed of ratification.
