This Bill will amend a portion of Section 74 of Article 66 1/2
of the Code. As I have already signed Senate Bill 44, now
Chapter 191 of the Acts of 1949, which amended this section
in other particulars and the present Bill is inconsistent with
that amendment, I have vetoed this Bill.
SENATE BILL No. 470
AN ACT to repeal and re-enact, with amendments, Section
254 (a) of Article 66 1/2 of the Annotated Code of Maryland
(1947 Supplement), title "Motor Vehicles", sub-title "Oper-
ation of Vehicles Upon Highways", relating to the formula
for determining gross weights of certain motor vehicles.
This Bill would change the formula for determining the
gross weight of motor vehicles permitted to operate over Mary-
land bridges and highways in a manner which would allow
vehicle-and-load capacities up to 90, 000 pounds under the
existing maximum vehicle-length regulations.
Neither the roads nor the bridges in Maryland have been
designed to carry burdens of this tremendous weight in day-to-
day traffic, representing as it does a 22, 500-pound increase in
the maximum permitted weight under the present law in the
State for vehicles of the maximum length and wide axle
spacing.
Such an increase in permissible gross weight not only would
jeopardize existing highways and bridges but would greatly
increase the cost of future road construction in the State by
requiring unnecessarily high standards of design to withstand
the effect of traffic of this tremendous burden.
Therefore, I have vetoed Senate Bill No. 470.
HOUSE BILL No. 19
AN ACT to repeal and re-enact, with amendments, Sub-sec-
tion (a) of Section 156A of Article 66 1/2 of the Annotated
Code of Maryland (1947 Supplement), title "Motor Ve-
hicles", sub-title "Operation of Vehicles Upon Highways",
relating to reckless driving by the operators of street cars
or trackless trolleys, and removing certain exceptions con-
tained therein.
This Bill is defective inasmuch as the title and enacting
clause refer to Section 156A of Article 66 1/2 of the Code,
whereas in the body of the Bill Section 156 of Article 66 1/2 of
the Code is amended. Because of this defect, I have vetoed
this Bill.
