"Traders", providing for the licensing of certain merchan-
dise vending machines; and to repeal Sections 103 to 111,
both inclusive, sub-title "Shows"; and to repeal Section 131
to 133, both inclusive, sub-title "Stallions"; and to repeal
Section 267, sub-title "Commercial, Mercantile and Mutual
Protective Agencies"; and to repeal Section 280, sub-title
"Trading Stamp Companies"; and to repeal Section 281, sub-
title "Wholesale Dealers in Farm Machinery"; and to repeal
Section 290, sub-title "Plumbers and Gas Fitters"; and to
repeal Section 292, sub-title "Non-Resident Wholesale To-
bacco Dealers"; and to repeal and re-enact, with amend-
ments, Section 1B of Article 56 of the Annotated Code of
Maryland (1947 Supplement), title "Licenses", sub-title
"Mode of Issuing—General Provisions", which provides for
the distribution of net proceeds received from certain
licenses to the political subdivisions of the State, to delete
from this section reference to certain licenses repealed by
the provisions of this Act; and to repeal and re-enact, with
amendments, Section 9 of Article 56 of the Annotated Code
of Maryland (1947 Supplement), title "Licenses", sub-title
"Auctioneer", and to repeal and re-enact, with amendments,
Section 263 of Article 56 of the Annotated Code of Mary-
land (1939 Edition), title "Licenses", sub-title "Moving Pic-
ture Shows and Carnivals", to provide for the licensing of
open-air, drive-in theatres, carnivals, circuses and legitimate
theatres; and to repeal and re-enact, with amendments, Sec-
tion 291 of Article 56 of the Annotated Code of Maryland
(1947 Supplement), title "Licenses", sub-title "Construction
Firms or Companies", relating to licenses of plumbers, elec-
tricians, bricklayers, roofers, painters, carpenters, paper-
hangers, builders, and certain other persons doing con-
struction work.
This Bill was introduced at the request of the Comptroller
for the purpose of repealing obsolete sections of the State
licensing laws. During the closing days of the session the Bill
was amended through error, so as to reduce the existing license
fees for motion picture shows. These revenues go to Balti-
more City and the County Governments, and it is estimated
that the loss of revenues would amount to $25, 000 a year. I
can see no justification for the reduction of these license fees
and consequently have vetoed this bill.
