immediately after Section 22 thereof; to license and regulate
the practice of barbering in Allegany and Garrett Counties
and to repeal Sections 304 to 317, inclusive, of Article 43
of the Annotated Code of Maryland (1939 Edition), title
"Health7', sub-title "State Board of Barber Examiners", in
so far as they relate to Allegany and Garrett Counties, to
exempt Allegany and Garrett Counties from the State-wide
barber law.

This Bill seeks to exempt Garrett and Allegany Counties
from the State-wide barber law, and to create a separate
Board of Barber Examiners for those two counties.

As originally introduced this Bill undertook to revise and
strengthen the law relating to the State Board of Barber
Examiners, but as finally passed, it was amended to set up a
separate Board for the two counties mentioned.

At the recent session of the Legislature the appointment of
a commission was authorized to make a complete study of all
licensing boards in the State, and under those circumstances
I can see no justifiable reason for the creation of a separate
Board now. The Bill has been vetoed.

BIRDS AND GAME

SENATE BILL No. 64

AN ACT to repeal and re-enact, with amendments, Section 19
of Article 99 of the Annotated Code of Maryland (1947
Supplement), title "Birds, Game and Inland Water Fish",
sub-title "Hunters License", clarifying the provisions of
said section relating to the penalties for violating the pro-
visions of said sub-title.

This Bill, designed to amend Section 19 of Article 99 of the
Code, provides certain penalties for violation of the game
laws. It imposes different penalties based upon the residence
or non-residence within the State of the violator. A distinc-
tion predicated upon that fact alone is, I think, unwise and
may be highly questionable from a constitutional standpoint,
and I have, therefore, vetoed this Bill.

BLIND
HOUSE BILL No. 509

AN ACT to add a new section to Article 30 of the Annotated
Code of Maryland (1939 Edition), title, "Deaf, Dumb and
Blind", said new section to be known as Section HA, to
follow immediately after Section 11 of said Article, and to
be under the new sub-title "Vending Stands for the Blind",
