ducted by the City Service Commission of the City. Among
other things, this Act transfers the conduct of the examinations
from the City Service Commission to the Chief Personnel
Officer. The Act of 1947 was passed by the General Assembly
after considerable study had been given to the matter, and I
do not feel disposed to approve this change of the law without
being entirely convinced that the Act of 1947 has failed to
justify its existence. No such evidence has been presented to
me, and accordingly I have vetoed this Bill.

BALTIMORE COUNTY

HOUSE BILL No. 390

AN ACT to repeal Section 272 of the Baltimore County Code
(1948 Edition, being Article 3 of the Code of Public Local
Laws of Maryland), title "Baltimore County", sub-title
"Protection of Wildlife and Birds", said section making it
unlawful to carry guns in wildlife areas during the closed
season.

This measure would repeal a section of the public local law
of Baltimore County which prohibits the carrying of firearms
in wildlife areas during the closed season. The purpose of
this law when enacted in 1947 was to furnish police authori-
ties in Baltimore County with necessary authority to cope
with a serious problem created by indiscriminate use of rifles
and other firearms by juveniles, many from adjacent Balti-
more City, in the wooded environs of thickly populated areas.
It is agreed by the supporters of the law that the end could
probably be accomplished by legislation which would not con-
tain features objectionable to rifle and gun club members,
but until such legislation is enacted I am unwilling to with-
draw this measure of protection from areas in which indis-
criminate firing of guns has in the past been a menace. There-
fore, I have vetoed House Bill No. 390.

AN ACT to add 16 new sections to Article 1 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Alle-
gany County", to be under a new sub-title "Board of Barber
Examiners", said new sections to be known as Sections 39
to 54, inclusive, and to follow immediately after Section 38
of said Article, and to add 16 new sections to Article 12
of said Code, title "Garrett County", said new sections to
be known as Sections 22A to 22P thereof, and to follow
