relating to the establishment and operation of vending
stands by blind persons in public buildings in this State.

Under the provisions of this Bill it is doubtful if the State,
or any Department thereof, could lawfully permit a person who
is not blind to operate a concession in a public building. There
may be occasions when a blind person is not available for an
undertaking of this character, in which event the State would
have no authority to act. Consequently, I have vetoed this
Bill.

CHARLES COUNTY

SENATE BILL No. 245

AN ACT to add 19 new sections to Article 9 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Charles County", to be under a new sub-title "Electrical
Examiners", these sections to be known as Sections 105B to
105T, and to follow immediately after Section 105A of
Article 9, creating a Board of Electrical Examiners and pro-
viding for the examination and licensing of electricians em-
ployed in the installation of electrical apparatus and wiring
in Charles County.

The validity of this Bill is open to question in that the
provisions of Section 105T are not indicated by its title.
Furthermore, the Bill may very well prohibit a person holding
a license as a master electrician under the local law in force
in Baltimore City from performing any work in Charles County
without obtaining a license under the provision of this Bill, if
it is approved. While that probably would not affect the
validity of the law, it does present for consideration a matter
of policy and leads to a result, which it seem to me, should be
avoided. I have concluded, therefore, to veto the Bill.

CHARTERED COUNTIES

HOUSE BILL No. 154

AN ACT to repeal and re-enact, with amendments, Section 2
of Article 25A of the Annotated Code of Maryland (1939
Edition), title "Chartered Counties of Maryland", sub-title
"Grant of Powers", clarifying provisions of said section with
regard to powers delegated to county councils.

This Bill purports to clarify provisions of Section 2 of
Article 25A of the Annotated Code with respect to Chartered
Counties and the grant of powers enumerated therein as dele-
gated to a County Council. The purpose of this law is amply
